Building Codes Assistance Project

On January 14, a bill (HB 264) was introduced in the Alabama State Legislature that would provide a process for adoption and compliance with codes required under federal law (Recovery Act). On January 26, the House passed the bill unanimously. The bill would:

• Replace the Alabama Energy Code Board with the Alabama Energy and Residential Codes Board, giving the new board sole authority over adoption and implementation of the state’s energy codes

After an attempt in the state legislature to require the 2006 IECC for commercial buildings failed in the state Senate, a joint resolution established the 2006 IECC as the recommended code for the state of Alabama. Effective December 1, 2008, all new construction within the jurisdiction of the state building commission (state-funded buildings) is subject to the 2006 IECC, though residential and commercial construction is not required to comply.

Legislators are considering bills (HB242 and SB309), that would adopt the 2006 IECC as a minimum requirement for commercial buildings. On February 19, 2008, Alabama House Bill 242 passed the house.  As of February 7, 2008 it is being considered in the Senate.
